Anybody who uses a pressure washer on a house ain't no painter.
Why arer you pressure washing? To remove light dirt? To remove mildew? To blast off loose paint?
It will soak the wood, which will delay the painting process. It very well may raise the grain badly, and/or etch away the soft wood.
To answer your question, top down would work well. You don't stain top down because the drip and runs would start to dry leaving uneven coverage.
