My dear mother-in-law has a house with vinyl siding and faded shutters. It was decided I’ll repaint the shutters (I didn’t get a vote). Can anyone recommend a primer so I can do a decent paint job on the blasted things? I plan on removing and pressure-washing them first.

Sherwin Williams sells a paint that they claim is good for use on vinyl. They don't recommend a primer and I don't think I would use one. I would make every effort to clean and de-gloss the vinyl before painting. Power-washing alone may not be enough. A little sanding couldn't hurt.
Thanks Don, I didn't want the paint to slide off in a couple of weeks. I've never tried to paint vinyl before. They have an embossed woodgrain, so I'm not sure if a light sanding would help much, but I'll definitely look into thoroughly cleaning them.
Check out the Krylon paint for plastics. It comes in rattle cans in a wide range of colors. I've used it a few times and it seems to work very well.
It has been a while since I looked at them, however, I believe the new in the package vinyl shutters say that they can be painted with a good Acrylic house paint, no primer required. Old, faded shutters should be easier to paint so long as they are good and clean as I am sure that they have also lost much of their sheen and any oils that might be present on a new shutter.

Rub you hand or a white rage on old faded vinyl and it will come away the colour of the vinyl, more or less, because you are rubbing particles right off. Theoreticlly, pressure washing would remove all the loose UV de-graded material and leave a new looking surface. I would scrub a bit with TSP to eetch the surface for bonding also, and then rinse.

We've had good luck just painting them with good acrylic trim paint.
SW does have a paint specific to vinyl.
But another thing that wiull help is to not choose a dark color. That will increase the thermal expansion under solar heating and make it more likley the paint will either blister/pop or to alligator.

We have shutters painted a dark brown, and have never had any peeling. They have an eastern exposure, though.

I'm not saying a dark paint WILL peel, but that it is more likely to do so. Azec and the similar companies makes the same recommendation
