Painting a concrete flr. over mastic?

I have a concrete floor that has a black mastic “residue” left behind after the former owner pulled up all the 9×9 resilient tiles.

I want to paint this floor. Can I? What kind of primer should I use? Can I expect to encapsulate this mastic with the paint…assuming that it may contain asbestos. Can I be assured if I use the correct primer that there wont’ be any bleeding?

Any thoughts on this is appreciated.
