What is the best method for painting a concrete foundation, and what type of paint should I use?
I thought I’d try wire brushing the surface immediately after the forms came down, to provide a rough surface for the paint to bind, but don’t know if the concrete would be too hard by then.
Also, are there any other products out there that people use as aesthetic coatings other than paint? Can a stucco-type application be applied directly to the concrete, or is a substrate needed?

I'd go with a stucco type finish before paint, but that's my personal taste.
For painting, you'll probably want to use Thoro or something similar to fill and water seal and smooth voids first. And you need to let the concrete cure for thirty days before painting with any paint or it is likely to blister and flake off or have efflouesccense boil through it.
