I have a client who wants to change the color of the tub. There is no damage, just wants a different color. Is this possible, or should I just recommend buying a new unit with the desired color?

I don't know about fiberglass but my folks had two cast iron tubs done some time ago. Guy came into the house and sprayed them. Still looking good after 20 + years.
they paint corvetts, their fiberglass, dont know how well it would hold up but I'm sure it can be done.
Find a guy who knows how to paint fiberglass boats.
But first make sure the tub is fiberglass and not plastic.
