The first 3 feet of my garage is made of concrete blocks that have been parged on the outside. I’d like to paint this a color and don’t really want to go to the expense of stucco. I understand sherwin williams sells an elastomeric paint but I’ve read a lot in the archive about how paint will eventually just peel off of concrete. Any thoughts?

I wonder if a concrete pool paint would work. I do believe that it does come in colors other than blue or aqua green. I know it comes in white.
Thin with the reducer so it will soak in and give you a bite for the next coat.
Go to a real paint dealer, not a box. (I like SW a lot, others' results may vary) & discuss with the old guy behind the counter. Look for the one with the workingperson's hands...

Look up their MPC product. Colorable as needed.
Right now, I'm coating the stem walls of my garage with the white regular type. First coat's on. Getting ready to put the second in a minute. Then I'll stain it and seal it. The final texture should be close to stained wood to match the garage trim.
Then on the floor, I'll use the white smooth material in a skip trowel pattern. I'll stain that, too
Seal with their APU matte product.
