The house we moved into last year has a block wall garage that has been covered with parging and then painted white which is now peeling. I’ve had a go at it with a wire brush and it looks like there are 2 layers on top of the parging. What would be best to use to re-paint it with after cleaning up all the loose and flaking stuff?? Should I use a pressure washer instead of the wire brush since there is lots of wall to do??
PS…In the back corner of the garage I found a recipe for ‘white wash’ made from unflaked lime, rock salt, and cement……would this be an option?? Thanks in advance.

'Whitewash' was the original coating for stucco, bricks, etc. There are far better modern materials to use now, whitewash needed re-doing every year to look good.

*I've always used the term to refer to a 'skim coat' of cement over top of the exposed part of a foundation. As far as I know it was done for esthetics only in this type of situation.
