I’ve looking at and considering making an offer on a house that has vinyl siding. It looks like the siding is fairly new, but the color could have been choosen more wisely. Can this stuf be painted?

Yep, though better if it's weathered a bit so it has some "tooth". A real paint store can point you to the right materials.
You can paint it with a good cleaning and the right primer. However the vinyl expands and contracts so much it won't look good after a year. Unless it is a huge house, factor in changing the siding if you really can't get used to the colour.

I agree.....the cost to paint the exterior of an average sized home in these parts wouldn't be much less than residing in vinyl.
