Where is the peeling occurring, 1st floor, 2nd floor? Towards the edge of the ceiling or is it more uniform? All rooms or just some? By "recoating", are you patching any of the areas where the paint has pulled plaster off with either new plaster or joint compound, or are you just repainting after sealing?
I'm asking because I have the same problem in only one room, except it's the walls (all four of them, pretty much uniform peeling) instead of the ceiling. Does the attached picture resemble the type of peeling you're experiencing?
