Plastic installed under outside Decking.
I am installing new decking and have removed the old decking material. There is a layer of plastic which was installed on the ground below the decking. In some places the decking is 16 to 20 inchesfrom the ground.
My question, is the plastic necessary? I will be installing Trex decking with 5/16″ spacing.

I'm thinking it might be old-school weed cloth. I think that weed cloth used to be made of black plastic a long time ago.
New weed cloth is made of synthetic fabric so that water and dirt can go down through it.
From your post, it sounds like you thought it was a vapor barrier?
I've never heard of a vapor barrier under a deck... Water would just pool on it anyways.
Yeah, weed cloth is a good idea under a deck. Water-tight plastic -- not so good.
