WAG: it could be an inline 'reservoir' that minimizes temp fluctuations when water is drawn elsewhere in the house.

Pierre1 has sound and reasonable though, looks like attachment for shower head at the top. The notch in the 2x4 would have been about the right height for shower valve. It can't be one of those new soap and hot wax dispensers for a shower.
I wonder if it was intended to be a "mixing chamber" - Something to make sure the hot and cold water were mixed well so the temp at the showerhead was consistent.
But it's just a guess...

Agree with IMERC, looks like someone ran out of pipe and put this in just to get the job done. There is only one line so I don't believe that it can be a mixing chamber. From the picture it looks like a hose bib. Bottom line is to get rid of it. Lots of luck.
