This should be quick and easy for somebody.
What is the standard height for sink stub outs and drains. And how far apart should the stub outs be.
I had somebody, who was getting ready to do my rough in plumbing, tell me there was no such thing.
Was I right to send him home?

Rough-ins measurements should be provided by the GC/builder/designer/architect. Rough-ins inside a vanity aren't as critical as for a pedestal, but drawer locations have to be considered. Stud locations, and blocking inside the wall also can affect the location of rough-ins.
To answer your question, no, there is no "standard" location. Most situations are unique.

I dont remember a height but it does make a difference.
Depending on depth of sink and trap depth that you have to be under or of course it would not work .
16 ionches from the floor is about minimum.
Stub out drains are normally center or close to, but Ive seen several offest. We normally T off anyway so that determines distance of hook up and not the stub out it self which is not critical.
I like 16 off the floor to allow good flow from the dishwasher . Ive seen them as high as 24 inches from the floor.

The plumber I've used before always put them the same height and same width apart. I thought. but wasn't sure, it was 16" up and 12" apart with the drain centered. I guess that was just his rule that he lived by.

Most manufacturers have rough-in sheets for their fixtures. They're especially critical for pedestal sinks, where you're trying to tuck the plumbing behind the pedestal. In a vanity, I'd be a little more flexible.

Sink & lavs differ cause of different counter heights bowl depths so on & so on
Spread 8" & 10" are most common I prefer 10 gives ya a bit more room, heights of those are usually just above the waste stub
16" to 20" are most common I would rather be at 18" for lavs & add a longer tail piece than be too high & turning a trap around to get it to hook up.
I like 16" for kitchen sinks cause of deep bowl sinks, garbage disposals & branch tail pieces for dishwashers. You start stacking all that stuff in line & then you wished the stub-out was lower
