I have to route some 3″ ABS through a couple of 2×10 floor joists. I know that I can’t bore a hole larger than D/3 but I have no other option. Do you think the inspector will sign off if I double up the floor joists? Any bracket options out there I should know of? Thanks in advance guys……

I don't have a clue what will be ok with your AHJ, you'll have to ask him.
One thing that an AHJ allowed me to use before was a 4' strap on the bottom of the joist with 2x2 DW nailers sistered on each side, and 4' 2x4's sistered each side at the top with, IIRC, 8 3/8" thru bolts.
The theory being, to reinforce the tensile strength of the bottom and the compressive strength of the top, and the twist resistance of both.
Gather some ideas, and ask your AHJ to come out on a courtesy call to help you out with a code issue.

You could sister it with a wood I-beam. The I-beam can have larger holes.
Thanks for the reply guys. I will talk to the inspector about beefing up the area around the hole and sister up with I joists if he gets stubborn about it. Great forum....
