What’s less, EIFS stucco or phony stone?
Build with ICF foundation, using a block with 2.5″ foam walls. Frame to concrete core line, sheathe with 1/2″ ply or OSB, build out with 2″ EPS foam, fair joint of foam over ICF, use STO or Dryvit of type that can go below grade.
Cap with precast stone trim sill. Siding above begun over flashing, which lips onto stone sill.

All of them I have looked at call for termination above grade. Most call for edge wrapping the bottom of the foam board with mesh tape and maintaining an open weep area beneath the board,

That base detail has changed since I got the Dryvit literature a few years ago. That inspection strip is new. The old detail kept the foam away from ground contact and that space was the inspection strip.
What ICF are you using? Is it borate treated to keep the creepy/crawlies out of it?
Look at DowGuard for a foam that is rated for earth contact. It is not a stock item at my supplier, so I have to buy it in full units,

Does your GL cover EIFS? My GL still has a specific exclusion for EIFS on residential projects.

You are in one of those states like NC that got into a total hissy fit over EIFS, blaming the product instead of the dopes that misused it.
NY has many faults, but it seems to think EIFS is OK.
