makeshift vibrator - broken blade in a sawsall to pound against the post or the sonotube

Excellence is its own reward!
Stab at it with a broom stick or similar, while pouring. It's not a vibrator, per se, but it works.

If you have a rotary hammer drill, put it on "Hammer" so it doesn't spin, use a chisel bit, or a big, old drill bit and buzz away against your form.
This works better for me than any sawzall, palm sander, or manual technique. Brings up a rush of bubbles, right away.
Concrete a little stiffer than normal?
I don't get it, but even so, why not just make the first few inches "normal"? Then pour the stiffer mix in on top and follow the advice of the other posters if you feel it will help.
Maybe he feels it will set up quicker if it is placed stiff...
