Here is my question.
Recent changes to our National Building Code
has been creating some friction between local builders
and our City engineers. The problem lies with new construction
having to meet certain R-values.
What I’d like to find is a site, or book, or a program
that I might use to calculate the R-Value of a complete wall
assembly.
Any suggestions are appreciated.

The ASHRAE Fundamentals 2001, Chapter 25 covers this issue in as much detail as you can stand. If you are talking about complying with the new International Energy Conservation Code 2000, there is a program, called MECcheck and/or COMcheck-ez and is available, free, from the ICC (International Code Council) on CD. It includes programs for comparing the structure (or house) in question to a "code" house and helps with calculation all of the variables, and include the entire text of the 2000 code and the 1998 code. This code (the IECC 2000) gives the flexibility to use a total envelope value versus specific component requirements. Gives credit for high efficiency (i.e. > 80% AFUE for furnaces) equipment and "give and take" in the components.
