I recently purchased an old colonial farmhouse with steam radiators and, for various reasons, I’m considering replacing that system. I’m wondering if it would be reasonable to install radiant floor heating but do it a room at a time, as the budget permits. What are the one-time costs compared to the per-room costs?

As long as you PLAN for the whole system, installing it in parts should work. You'd want to make sure the boiler was sized for the final system. You'd want to know how many zones would be required and how many loops on each of the zones. You'd want to open a wall only once, so you might need to install the supply/return lines for a zone on the upper floor, for example, even if you won't get there for a year. Even though our house is all new constr, we still installed the RFH floor by floor as we constructed the floor, so we pretty much did what you're asking.
