I want to create a family room in a large portion of an unfinished basement. Radiant heating seems to be a good idea to make the space comfortable. What are the pros/cons of electric vs hot water radiant heating?

Electric usually costs more (and your house wiring may need an update to handle the added current). Hot water heat requires a burner (gas or oil) and pump in a utility room.
A lot depends on where you are. The heating load in a basement shouldn't be outrageous in any event. Electric baseboard is cheap to put in, but whether it makes sense might depend on your cost of electricity. Hot water radiant will cost less to put in. Another option is a minisplit, which won't be cheap to install, but will offer summertime dehumidification as well as winter heat and a good rate.
