The pitch of my roof is 8:12 and the width of the house 28 feet. There’s a bearing wall in the middle. Do you think that 2×8 ceiling joists and the same size rafters are OK? Or are they overspanned? And which is better to sheath the roof – tongue and grove OSB boards or regular ones and plyclips? Thanks for help.

I would go w/ 1/2 CDX or OSB w/ clips.
The rafters depends on your snow load of your area.
The ceiling joist depends on what you're putting on your ceiling. I could see them sagging over time .Dave
*if it's an attic , it depends on you design load..the sheathing depends on your C-C of your rafterswe use 5/8 w /clips for 24 "... 1/2 w/clips for 16"on a 28' with center stick the rafters might even be 2x6 depending on the framing design and the colar ties... another consideration is you insulation strategy....where you live, your DegreeDay heating load..how will you insulate the ceiling (8" is not enough here in RI ) ?
*Hi Dariusz, see you're still at it. You're in the Balkans aren't you?I'd have my rafters be at least 2x10 for insulation purposes, make sure to maintain an air channel from the soffit to the venta ridge between each one.....the floor joists sound OK (does that center wall carry into the basement?, is there a beam under it? with enough posts?.....for the roof I'd use full 1/2 inch OSB with clips between your rafters that are spaced 24" on center maximum. Cdx plywood is getting a bad name over here because of the quality. Two years ago, I had to replace a whole roof (about 86 sheets) because it buckled so bad (yes, we were careful and did everything properly)Good luck, Dariusz
