I recently purchased a new home which had a rather bad quality deck in the back. I removed 70% of it and decided to leave it as a small little deck (about 6 feet by 11 feet). The problem is, the part of the deck I want to re-model is above a stair case that leads to the basement entrance, so I cannot use deck planks because I cannot let water get through. It will flood the stair case, and possibly parts of the basement if it gets through the door.
This leaves me with very few options. I absolutely need to use large sheets of wood over this staircase for the deck, but at the same time I don’t want it to look ugly.
Here’s my question. After I put down the new sheets of wood, is it safe to screw in deck boarding on top of the sheets of wood? It’s purely for astetic purposes. This is what I had in mind:

Is this safe to do for the long term? What sort of issues can I expect? Any info would be appreciated.

I've seen advertised plastic "gutters" that are designed to be attached under a deck to deflect water falling through.
I don't think that's an option. It's literally a big square hole under the portion of the deck, with the stair case underneath.

Here's what I've done in the same situation. After the deck was built we got under it and ran strapping across the bottom. To complicate things we used thicker pieces of strapping as we worked toward the outside edge. Then we screwed 5 crimp tin to the straps through the V's so that any water that fell through the deck would flow to the outside edge where we put up a gutter to catch it. It worked like a charm and only took a couple of hours.
