Any good suggestions on a safe method for prepping asbestos siding prior to re-painting? The previous paint is peeling in areas, some more than others. I’ve heard conflicting info on wether it is safe and/or legal to pressure wash, also in regards to the safety of careful scraping of the biggest flakes (while it is wetted down). This house is in Oregon, and is about to go on the market to be sold (with an asbestos disclosure of course), so they mainly want to spruce it up without going to the expense they would if they were to keep it.

The asbestos fibers are trapped inside the cement matrix ... they aren't going anywhere! Only in grinding, sanding, and cutting might that be an issue.
Surprised to hear the paint is peeling. ACB siding usually holds paint real well. I suspect a moisture issue.
I'd use a paint stripping compound first, then hose it off. I suspect you want to get all the paint off ... it's likely an oil base, hence the peeling.
I see no harm in pressure washing.
