My understanding is that you shouldn't do it, based on a conversation during the ASHI convention amonth ago with a roofing expert; I didn't hear the reason why.
FWIW, even if it's allowed, it is a less than "best practice" IMHO.

*I'm with the mountain guy. I don't re-roof anything. Re-roofing over laminates is going to look like hell. Do you know what is under those shingles?
