Do you have a tall baseboard?
At locations you want, box out enough to install the shallowest “old work” metal box to meet code.
Like this below.....
Run up through the floor within this box out of your basebd and into the outlet box. If you’re lucky with access below and can bore your hole up into your basebd, your box out might be minimal out from the original base board.
Be easy to explain in person......

Thanks Calvin. Now that I'm looking at it more closely, the baseboards really are going to be an issue. They are in great shape (so I'd prefer not to remove them)...but they are about 9" tall. So creating a wire path behind them will be a real challenge.
I don’t want you to remove them, just jut out a complementary “box” to allow you to install one of those old work boxes I showed. So it’s fastened to the basebd, holds the electric box, stained or painted to match, shoe mold to match and perhaps s complimentary trim on to and/or sides. The wiring would come up within that box out from below. Make it look as if the base jogged out and back.

Why not put floor outlets as close to the wall as possible in the same locations that you would normally put a wall outlet. Rearranging the furniture would be the same as if you used wall outlets.
