Be carefull, some of that mastic might be asbestos laden!
Abatix.com has a goo quality mastic remover. No sanding, it just wipes up with a paper towel.

I did some stairs a few years ago, and just worked the steps with a scraper. hard work but cheap and fume free.
I removed a brown, felt-like pad that was glued under 1930s linoleum with water. Nasty smell and very messy work. Had to shop-vac the gunk out of the cracks.

I did a job like that the early part of this month. I had my MultiMax and used the scraper blade that was sold separately to scrape of the excess tar paper. What was left was easily sanded.

Some of my day
Start with HOT water. You'd be amazed at the number of people who have come across this problem and found out that hot water and a scraper is all that is needed. Saturate the black stuff, let it sit a couple of minutes, then scrape. You can also use old towels soaked in hot water, and lay them on the black stuff.
