My ceiling is pealing and I want to repaint it. However, it’s textured paint some of which comes off nicely and some is very stubborn. It’s going to take some work to scrape it I don’t even know if it’s paint or maybe plaster. Any advice?

Put down a drop cloth and wet it.
I'm guessing you have a spray testured ceiling that is starting to come down. The only one I took down, I did by putting down a drop cloth, and spraying it with water from a garden sprayer. Don't go hog wild just get it damp.
I left it over night and 90% had fallen off. I then scraped the rest off, and let it dry for a few days before running my dry wall sander over it to knock off any bumps that were left.
A caution is in order
I've used the same method a few times. I prefer a wide (e.g., 12") taping knife for scraping. Be careful not to gouge the drywall.
But be aware that some applied textures, prior to 1980 contain asbestos.
... so kinda hold your breath while you scrape.
