go to a sherwin williams store they have a citrus product.
you may be able to squirt it on and rinse it with a hose, but it would be better to soak it up good then hit it with a 3000psi washer. if that don't do it,it's time for a sandblaster guy to come in.
i'd love to catch one of these kids, get em down on the ground and spray paint there ears, hair, eyelids. let them go home and do a little scrubbing also.i can only dream.
YOU ONLY NEED TWO TOOLS IN LIFE - WD-40 AND DUCT TAPE. IF IT DOESN'T
MOVE AND SHOULD, USE THE WD-40. IF IT SHOULDN'T MOVE AND DOES, USE THE
DUCT TAPE.
I would use a chemical and power washer before i would try sand blasting.
I use a product called Elephant Snot with a hot water power washer and it works great.
Sand blasting and soda blasting tends to change the texture of the brick or concrete and you will always see a shadow of the graffiti.

Google "Dry Ice Blasting"
Can find a local contractor maybe. It's as harmless to the surface as you can get.

I did some web searching a while ago and found that a poultice of diatomaceous earth and paint remover is supposed to work best. It soaks in and dissolves the paint, then absorbs into the d.e., similar to an oil stain lifter.
