There's a lot of variables especailly like Andy mentioned (housed)(better off repairing what you have if their housed)(housed = hosed for options). Got any description (other than stairs) or photos you can post?
For example, are they carpeted or hardwood? Can you get underneath them? Is there a drywall wall on either side of them?
Prolly best if you can take seom detailed pictures and upload it (via the Attach File button below the window you type your repsonses in) to get things moving.

What kind of stair are they in? If it's a housed stringer, you're in deep.
