House built 1920, not in historic district. 38″ x 78″ 6 over 1 double hung w/ weights. The windows are leaky to say the least. Cust. wants leaks stopped, & maintian arch. details w/o breaking the bank. Willing to go w/ storm windows. Suggestions?

Heh. Have customer define "breaking the bank" first. If they're that leaky, it may be one of those rare instances where the economics of actually replacing the whole thing pan out in the HOs favor. Revamping the existing is a nice touch if you're concerned with maintaining original, but I suspect from "not a historical" that you're not primarily concerned there.
Might point you towards replacement inserts or sash packs. One style, example Marvin, you replace the sashes and the jamb liners, but not the jambs, trim, etc. They're very quick and easy, and relatively speaking, economical. They work best in windows where the jambs and trim are solid still and the original design had solid sided jambs. The ones I see around here that they retro into best are about 50's to 60's era and currently have a stamped metal track.
The inserts, example Pella (even though I'm not a big Pella fan) have something of a jamb to them, and the unit arrives as one piece. They tend to work better on the windows with weights. You pull out the weights & stops, apply caulking around the opening, and stick them in. Also quick, easy, and cheaper than full replacement.
Best bet is go to your favorite local supplier and see what they've got to offer in replacements. Shop for a few options and present the best of the batch to the HO.
Timewise packs take about 30 minutes + any little shaving for fit, the insert type is probably closer to 15 for guys that do it all the time. Even if you allowed an hour per, the labor part of the job wouldn't be too involved, and after you did #1, the rest would be a snap.

Part of my concern is the oversize of the sash when cleaning. As for $$....he is a retired full bird Marine Col.... not Bill Gates, but not destitute either. He just wants his value for his $$. She is concerned about the continuity. They also have other work they want done also, eg. storm doors on 3-6 x 8-2 doors.

Tips on presentation to an O-6:
Just the facts. Your opinions don't exist. Keep it brief but concise. Don't state a potential problem without a potential solution.
