i want to put new “commercial” vinyl/linoleum tiles in the kitchen of my 1950 block house. existing is vinyl tiles on 1/4″ particle board, on vinyl on concrete slab. The slab is wavy-gravy due to settling after a water main break prior to my ownership. I would like to float it out with a self-leveling type compound before the new install (some areas need up to 1″ of fill. I would rather not remove all the existing flooring if possible. is this a bad idea? will there be adhesion problems with the self-leveler? thanks for any advice.

the particle board needs to go. It could be part of the problem, since it swells when wet but doesn't shrink back. Get rid of that layer, then you can use a (almost) self-leveling floor fill. Be sure you get one that can be used from 1" to zero ... some won't go that thick, and some won't go that thin.
