Repairing rot/Sistering new floor joists
Good morning & thanks for any help.
I am repairing a foundation/built 1930’s. 30’ x30’ stucco house.
have most of old foundation out and house mostly jacked.
west side all floor joists rotted about 2’ in.
how and with what should the new joist repairs be attached with?
I am planning on 2×8 5’
there are 14 total
i say 31/2 structural screws w some hangers
someone is trying to tell me #12 deck! screws no hangers needed
please help I’ve got myself in a pickle!

If it's that bad and you're jacking it up, just put in full span sisters with the ends resting on whatever the original joists are resting on. Or just replace them outright.
I'm not a carpenter but I'm reasonably sure that's what a structural engineer or inspector would tell you around here.
But if you are set on scabbing on a reinforcement, you probably won't do much better than 3" strong-drive SDWS framing screws (https://www.strongtie.com/strongdrive_exteriorwoodscrews/sdws-q_screw/p/strong-drive-sdws-framing-screw) and loctite pl premium adhesive. Pre-drill with 5/32" for the screws and make sure you have the right driver bit.
when you say you " have most of the foundation out", what are you doing to replace the foundation?
what are you installing that the sisters or joists would be fastened to at the ends(what would you fasten the hangers to?)
what's the existing framing like?
guessing there's a center beam (at least), what's the distance from the center beam to the exterior wall?
how much headroom do you have(need) in the basement?
a few pictures of the work area would be helpful. you may want to get an experienced framer to take a look, or have an engineer give you some advice on what would work best for your situation.
