Hi, I need to replace some old skeleton key, mortise locks on exterior doors. Since fitting the mortise doesn’t look likely, I’m going to replace with new locking knob set. First thought is to remove old lock, cut and glue wood block into mortise and finish with a normal lock installation. Best plan? Cold weather a problem for glue?

It would be pricy, but why not replace the old mortice set with a new one? Probably (maybe?) be able to retain the holes.
I agree with trying to replace the old mortise lockset with a newer one, as the better way to approach this, but if that doesn't fit your plans, you can do as you suggest. Cold weather won't bother the glue joint if you use an exterior-rated carpenter's glue.

yep, glue it in after fitting it snug. Gorilla glue would be good for this because it is less affected by cold and will fill minor gaps. Then use Bondo or minwax wood filler and sand it out smooth, repaiunt, and go.

I've done what you want, using quick-set epoxy to glue the blocks in.
First, you don't have be as fussy getting the blocks to fit properly, because the epoxy is gap-filling,
Second, because its quick setting, you're not waiting so long for the glue to dry before you can continue.

Unless I missed something, these all have skeleton keys. Agency that inspects rental properties won't accept skeleton key locks on exterior doors.
Ordinary rental property? glue in a block and bore for standard 2 1/8" keyed entry lockset.
Historic property or good example of pre-WWII architecture? Get a good mortise lockset installed.
