re-roofing practice

I had a roofer that cut the perimeter of the roofing deck and pulled off the fascia board, exposing an air gap around the perimeter of the house.  they mounted the gutters over this gap to cover it up and then completed the roofing job.  this seems wrong for a few reasons:
1. the large opening is a rodent intrusion possibility
2. this can lead to roofing air intake leakage, disrupting the balance of intake/exhaust vents
3.  the warm internal to the attic can leak out and hit the colder galvanized gutter on the outside in rainy season and cause condensation onto the wood opening.  This could lead to dry rot
4. Is this a structural problem that the roofing deck isn’t nailed to the vertical fascia?

Where do I find the California code around this portion of roof construction?  Is leaving a gap like this around the entire roof normal?  The roofer has failed inspection in other areas, is this work fraudulent?

      Sorry, they loaded in the wrong format, you can see the gap that normally had firring strip and roof deck over it.

    Where did you find this roofer? So you don't have any fascia now? Just gutter over the rafter tails? That won't do at all.

      Home advisor, then got 3 other competitive quotes. The GM stopped returning email and didn’t manage the team on the job. I just climbed up on the roof myself and checked what they were doing. They failed inspection because they roofed over the master bathroom exhaust vent. Other shady things: didn’t fix roof holes and tried to hide with used tin and roof wrap (inspector flagged them on that), also didn’t have intake/exhaust calcs for ventilation (inspector walked them through it before proceeding). Also thry didn’t install a skylight, which I’m fine with now.
      The fascia doesn’t go all the way up anymore. Rafter tails are tied with existing fascia, but not at the top.

    Are you sure there isn't subfacia behind the gap?

      There is not a sub fascia, it goes straight in to insulation. There was a subfacia on the outside that they removed.

    The fascia gap needs to be filled in completely, and then the fascia covered with white vinyl fascia cover that tucks up under the drip edge. If you leave that open with gutters covering the gap, you'll have all kinds of problems as you already surmised.

    Imagine water, in a driving rain getting behind the gutters and rotting you soffits, for example. Or, as you pointed out, critters, including bats colonizing your attic!!!

    Hmm, that sounds like a pretty concerning roofing practice. Leaving a gap around the perimeter of the house definitely raises some red flags, especially when it comes to potential rodent intrusion, ventilation issues, and even the risk of condensation and dry rot.

    As for finding California code around this kind of roof construction, you might want to check with your local building department or code enforcement office. They should be able to provide you with the specific regulations and standards for roofing in your area.

    Given that the roofer has failed inspection in other areas, it might be worth looking into whether their work is indeed fraudulent. It's always important to ensure that roofing work is done properly and up to code to avoid any potential issues down the line.
