A neighbors rolled roof is leaking. It appears to be 2/12 pitch and is at least 15 years old. It appears to have ice and water shield under it. Can I put another layer of rolled roofing over this or do I have to tear off the old? Any other suggestions?

Depends on how rough the old roofing is. I would remove it if it's pretty broken up even if not it will just make for a better job. Reroofs never last as long as new roofs.
Life expectancy for rolled roofs is no more than ten years so it is probably in bad shape with a lot of splits and curled edges that will make going over it more difficult. Will probably be easier to tear it off and re-roof with new than to overcoat it.
There are new peel'n'stick mod bit roofing products such as Polyglas that are reinforced, easy to apply without nailing, and are internally re-inforced that make a much better job than the old roll roofing.
BTW, I notice Jagwah and I use the term "re-roof' differently. To me, any house that gets another roof is being re-roofed, whether the old is torn off or not. Looks like his context is that a re-roof for him is going over the old one.

Ya, around here it's used both ways. Not to many words meaning roof over existing, maybe overlay. I often abuse words.
I got lambasted by e-mail when I went to work for the theater dept. at the local college because I used the word stringer referring to a part of a staircase instead of the proper theater term carraige. They were mad that the Division Chair had hired a theater illiterate. I laughed my buttocks off but the DC gave me a book on terminoligy and asked me to educate myself. I'm now theater literate.

Thanks for the info. The roof is under a big maple and never gets any sun so it still looks ok. But I hear you on the strip off advice.

Make sure the roof is very clean.

Strip off and use a single ply rubber roof, like TroCal or EPDM. Use the thicker stuff, 0.060 for EPDM.
