Rigid Insulation under Stucco detail

HI ,

I am trying to clarify a detail for rigid foam under 3 part stucco. I am only finding a double water proof barrier example on this. My Stucco sub does not like a single WPB . I am in the San Francisco Bay area trying to do a LEED house, and having difficulty on this detail. It seems like it should be so simple. Attached is my current detail . My LEED consultant likes the double barrier, but its a $7500 premium. Any suggestions?
