I see the Rockwell name is being recycled (again) with mid to cheap grade tools, at least in Canada. I assume it’s a reincarnation of the Delta/Rockwell name. In the USA too?

Is that much like what Black and Decker did with DeWalt?
Yup, the old shell game.
In the US at least, all I have seen is the name being used on cheap Chinese tools, and that has all been on the web. Absolutely nothing even closely resembling Rockwell/Delta. I would be surprised if anything with that name is 'mid' level.

I looked at one of their RO sanders a couple weeks back, anybody checked those out.? I don't think it will go far, because you have to use a different "type" sandpaper. In that, the paper doesn't have six or eight holes, but elongated slots around the outside. It's hard to explain the setup, but when I need paper, I don't want to search all over and not be able to find it.

I'm surprised they could get away with it. Does the lettering, i.e. the trademark look similar to the old one?
