I am planning to add a deck on top of a roof over a screened porch. The pitch is about 1/12 and covered with rolled roofing material. I am concerned about anchoring to the ceiling joists below and yet prevent leaks. Could I use 2x blocks screwed through the roof, cover with glued rubber roofing to support 4x4s then attach my flooring to the 4x4s. I don’t want to restrict the flow of rain off the roof nor block any debris that might cause roof rot thus the use of blocking under the 4x4s. I am also not sure of the best way to secure steel railing on the two open sides. I always get lots of great ideas here so I am back again asking for guidance.

Why not do a floating deck? Which way do your rafters run? If they run across the roof in stead of with the pitch, you could taper some 4x4s then lay joists across those. Then you could just attach the railing posts to the joists, or 4x4s. I would consider putting a rubber roof down first, then save some of the scrap rubber to put under your 4x4s to cushion the roof.

It'd be a shame to see that platform land on his car. I would think inspection would have some say over it as well.
Around here it would be quite illegal to have a deck that wasn't anchored somehow.
Hm, floating decks are pretty common out here. They are usually at least anchored to the house through the walls though, so its not completely un anchored.
Roof Deck
Rafters run with the pitch. My concern is about allowing rain, snow and debris to flow off the roof as it drains off the deck. And how to adequately secure the deck without creating leaks. I'm about ready to give up on this. I am afraid to bolt into the roof and create leaks that will create headaches later on.
It seems to me your original thought of attaching mounting blocks/sleepers covered with membrane would be pretty good. You just need enough height above the surface so that standing water won't get to the bolt holes -- probably 1.5" would be plenty. And, of course, orient the blocks so that they don't dam up water and so they're over substantial roofing framing.
Roof Deck
Thanks Dano, I'm goning to give it a try. I did a lot of hot roofing while in college and I think I can do it although not with 475 degree asphalt. I think 2x4 blocks glued, covered with roof adhesive and then rubber roofing up the sides of the blocks with plenty of sealant should work. But I will be watching Breaktime just in cast someone else has done this with a better procedure. Thanks again. Appreciate your time.
Yeah, the tricky part is getting a good bond between your materials. If the "rolled roofing" you're referring to is hillbilly shingles then getting a good bond may be a problem.
