I know it’s good practice to install a rubberized layer as the first layer to help against ice damming and then use 15# felt for the rest of the roof. If cost is not an issue on a small house, is there any reason why I can’t use the weather shield stuff on the whole house? Or does the felt necessary to allow the roof sheathing to “breathe”?

The last time I read a shingle wrapper, or maybe the box of underlayment, they are more concerned with attic vent. if you cover the whole roof deck with it.$$ will also add up fast.
*If you can afford it it won't hurt the roof.I have done it lots for large complicated roofs, especially faced with winter weather and a tight schedule. Let's suppose you've got a condo job and you have to wait for plumbers and exterior trim carpenters before you can make much progress but you know that the superintendent will be calling for sheetrock according to his scedule without looking up to see whether you have finished or not. You've been delayed by other trades and now the snow is banking up on your half finished roof. That 15# paper just won't stand up to snow removal and nobodies going to listen to your explanation if it leaks while they are painting the sheetrock. If you used bituthyne first, it seems like cheap insurance now.
