I’m trying to save a 700 sqft cabin that’s in tough shape and has been uninhabited for 15 years. Overall cmu foundation, structure and roof 1x sheathing is in surprisingly good shape. The asphalt roof shingles are have numerous holes and water is leaking through and between the roof sheathing and into the house. I have removed all the interior finishes, drywall and insulation. I obviously need to stop the builk water entering the building. My question is can I go ahead and remove the shingles and put a new underlayment over the moist areas of 1x roof sheathing and expect it to dry through the underlayment or to the interior? And if so what brands will work for this? Will a self adhering membrane stick to the wet underlayment?

Remove all of the existing shingle first. Let them dry out - Im not sure where you are located but this time of year they will dry out within a week almost anywhere. Once they are dry you should be able to tell where the rot is and which boards need replacing.
