I am working with a customer who needs a roof. He has a 4/12 pitch and 2 layers of ashphalt wh
I will remove. He is requesting that I put ice and water shield on the whole roof instead of just valley and eave.
I always use the standard #15 felt and did not encourage that idea. Will it harm the roof to do it this way? My concern
is water vapor forming on the bottom of the sheeting. Has anyone ever tried it?

Virtually all roofs in Florida are covered with some sort of self adhering underlayemtn now. Pretty much the industry standard. I haven't seen #15 felt on a roof in 30 years.

Full ice&water is fairly commonplace where I used to live in Alaska. Not so common here in the PNW. But the premier roofing contractor's here use synthetic fabric in lieu of 15# felt. It goes on quickly, doesn't wrinkle, and provides good footing. It's extremely tear resistant.
If you are worried about moisture collecting on the underside of the roof, maybe you should address attic ventilation. Ridge vents are easy to install.

That is interesting that Flo. would use it since there is no chance of an ice dam forming.
Maybe if the hurricane blows the shingles of you still have ice gaurd. Must be a bear for the next roofer to tear
that off when it needs roofed again.
I guess I could raise the price and put it in there if that is what they want.

It's an extra layer of protectio if your shingles blow off in a hurricane. We don't use Ice and Water but any one of severl asimilar products such as Weather Guard. The next roofer doesn't take it off, it never comes off, thye either go over it again or lay a new layer.
