my house is 1 year old. It has these rusty metal things poking through, right next to where they patched the post tension anchors. is this a problem I need to be concerned about? thanks.

Post tension anchors? For what? That looks more like 50 years old than 1. I suppose it could be the ends of rebars. Can you take a wider view photo?
I can take a wider view. my point in asking is, after the foundation is tensioned, they go around and cover the exposed end of the tendons with a patch of concrete or something else so the end of the tendon is not exposed. I was wondering if the two pieces of metal on either side of that patch need to be covered as well? this website MAY have answered my question as to what those are. looks like those were the nails that held the anchor to the form boards. Yes, they should be covered but first, you'll need to get them to bright metal and then put a non-masonry parge over them.

You have to get them repaired to prevent the failure of the reinforcement for your foundation.
