The most common way to make your own parging mix is to use either Type S mortar for block or Type N for brick and add a concrete bonding additive.

I've got a set of about 8 polishing discs, going down to about 3000 grit or finer that I got at a tile supply. The set wasn't cheap 'bout $100. But they would do exactly what you need.
PS They should not be used at high speed. I bought a Harbor Freight variable speed grinder.
