I caretake a house with a crawl space basement, that being just 4 feet below grade has the water pipe from well run up through the floor through a 10 inch square cut out in the floor. Due to some poor planning of the builder/homeowner this house sits at bottom of a small hill with some medium volume run off and a small swamp like area between the house and hill. The were no perimeter drains installed around or under concrete. I now get, after snow melt run off and heavy rains up to 8″ water above floor as water comes up through the cut out. A sump pump has been installed, but company that installed that put flexible pipe on outlet that freezes in winter so pump does not run if water/float warrants.
The pipe from well is standard black plastic water pipe.
Question: Can I seal that hole around the pipe with hydraulic cement to stop the water, what would I need to protect the pipe, I’m sure this might cause more problems with water pressure from the ground finding another outlet possible in worse location?

Replace the sump pump outlet pipe with pipe that you can put a heat tape and insulation on.
nothing you can do inside the basement will keep the water out -
I have replaced outlet pipe with rigid PVC with slope, no standing water to freeze.

You can caulk a screen door in a submarine but you'll still get wet. First get the water pressure relieved away from where it's coming into the basement, channeling, draining, grading, whatever. Then you can seal the hole to keep out "moisture" (that's water that floats in the air) plus pests and vermin.
Unfortunately the home owner very stingy with the outlay....... had all the landscaping and shrubs put in and does not want to dig it up to put the drains in right, which is what I advised needed to be done. I just keep swimming aginst the tide with him.
