Sealing the ceiling

What is the best way to air seal the ceiling? Also what type of insulation would be best in a raised heal truss?

    The "best" way to air seal the ceiling is to have somebody come in and spray a couple of inches of foam over the whole thing.  Then blow in cellulose on top of that for most cost effective attic insulation.
