Masons are getting ready to put seepage pipe for perimeter around footer of block wall foundation nd I heard them bickering. The 4″ pipe is peforated only half way around…should the holes point up ? down towards the dirt ? or on side with solid side facing footer/wall ?Theyre slipping a silt sock over the pipe and covering with gravel.

You don't want to have to build up a couple of inches of water before it starts draining.
Definately pointing down. What you are doing is creating a trench for the water. It just happens that the top of the trench is formed by a piece of perf pipe that keeps the soil from filling hte trench.
