Is is correct to plywood a roof that a gable will cover? If yes, is it because of roof strength?

I assume you're talking about a gable that is set on top of a fully framed roof and connedted by fill. Here we call it Califonia fill; I don't know what it's called in other states. You sheet just past where the valley fill will intersect the roof. Leave the sheets square on the end and set the valley plate on top of the sheathing. Leave anything that doesn't need to be covered uncovered for attic access, utilities, etc. It has nothing to do with roof strength, only convenience.
If you're talking about not putting plywood under a valley, it's not correct to say that it isn't necessary.
If the roof has trusses on it, the trusses require that the top chord have continuous bracing. If the plywood is left off under a large valley yhr top chords can buckle and cause all sorts of problems.
