im building a small 10×16 shed in my backyard and im wondering has anyone ever built on those concrete pier blocks? would this be an ok situation to use them in ? and also do you just set them on the ground and build up with them, or does there have to be something under them?

Shoot it is just a shed. I,ve put them on 4' solid blocks. It goes up and down, but I don't live in it and don't care>G<

In this climate, for clients who don't want to pay for piers down to the frost line, I do this: dig a shallow trench and fill it with a foot of 3/4 net, tamp it down and level it, then dry set one course of concrete blocks on that. That keeps it from moving too much during freeze/thaw cycles, and also keeps out toddlers and those varmints too lazy to dig under the trench.
Fast and dirty version? Set concrete blocks at the corners, dig out or shim with 2x scrap as needed to level them, and frame the floor of the shed to deal with that span. (Or put in intermediate concrete blocks as needed on longer spans.)
