I am a homeowner about to install a window in my 1960s ranch. The new window is replacing an older window, however, plans call for a smaller opening 2′ to the left of the current opening, so I plan to replace the header.
Plans call for a double 2X10 header. When in place that will only leave me 2 3/4″ between the top of header and the top plate (top of R/O 15″ from cieling -3″ for top plate and -9 1/4″ for header). Is it best if I cut small cripple studs for that space? The current header has the same space above it, but the builders just wedged 2 1X4s ? (actual dimension 1 1/8″ X 3 1/2 “) on top of each other into the space

Anything will do, you are just distributing the load from the top plate down to the supporting members. Using short studdies will allow you to repack it with insulation.
Use a 2x12 header and buck the window in with an extra 1x
Put your header tight to the bottom of the top plates then fill in whatever you need to the window.
