I recently finished a shower built from scratch. Reinforced floor, leveler,then slope to drain, LINER, durarock or hardy, fill seems, set drain so grill will end up slightly, (.075" to flush) lower than the ceramic tile. Before I set the drain body in, I fill any gaps between the floor,drain body and durarock.

If I understand the question, my answer is the circular metal part is about 1/16" - 1/8" below the surface of the tile.
You want the water to be able to flow into the drain without obstruction.
