Why are the old wooden shutters that I’m taking off my house 18 inches wide, but everything manufactured says 15 inches wide and they say that’s the “True 15″ inch width”. See for example

What am I not understanding? Is it that a 15″ louvered shutter is actually 18 inches overall, but just the louvers themselves, within the shutter are 15″ wide? Is that the explanation?
Who sells louvered, prefinished shutters that are in 18″ width?

The "True" probably refers to an arcane historic width calculation stemming from the way shutters were specified via window size, used 50+ years ago.
But the real function of the big bold "TRUE" is to distract you from the fact that their product is not a shutter, but colored pieces of plastic molded to resemble shutters. Shutters are made from wood, a fine, workable, renewable natural resource.
The age of doublespeak, you know.

I forgot to answer your other question - got too carried away.
Any competent architectural millwork shop can make fixed louver panels to any size you want, just be sure that this is something they do in the normal course of work. They need to be experienced and have the know-how. Do a search online for wood exterior louvers, and you will find many more sources.

constrution dimensions are either nomial or true. A 2x4 is actually 1-1/2' by 3-1/2", so the dimension 2x4 is not a falsehood, it is just a nominal size ( what it was cut in the rough before drying and planing)

GP and others can custom size plastic shutters, but if you want operable ones, you are likely to find that you need to have them custom made in a millwork shop.
