Side Vented On Demand Hot Water Heater
Question: Does anyone know if or a make of a gas on-demand hot water heater than can be mounted on the exterior of a house and doesn’t have to be vented up? I’ve seen side vent fireplaces…but not hot water heaters.
Location: San Francisco Bay Area
Need: Relocate a hot water heater to an exterior location
Solution: Install on the side of a 2-story house, first floor, behind a brick chimney. Chimney blocks view from street.
Problem: 4″ clearance to structure next door
Problem: There’s a series of windows directly above the target installation area….so venting up the side of the house won’t work.

Pretty sure I've seen "high
Pretty sure I've seen "high efficiency" units that vented like a condensing furnace. But no way would it be legal to vent into a 4" space.
exterior mounted on-demand water heater
Noritz has at least one exterior mounted model. I installed one on a guest house in Amador county California this last summer that included a freeze protection kit. It is basically cold water and propane in and hot water out. It exausts right at the unit. Can you give more of a description on the 4" clearance problem

Did you mean 4' instead of 4"?
If so, there is likely a model that can be installed within the clearances to windows.
You will have to check the manufacturer's clearnance requirements, but most direct-vent gas appliances over 50k BTU can have the vent termination only 12" from openings into the building. (International Fuel Gas Code, section 503.8, item 3)
